In page 61-62, the fetus Kappa says that he does want to be born because he does not want to inherit its's father's insanity and the Kappa's evilness.
The Kappa fetus can choose to be born or not, but human beings can not choose it. In the introduction of the book, it reveals that Ryunosuke Akutagawa inherits madness from his mother which made his life very uneasy. He suffers a lot from the psychological pains and finally he gets suicide. I think Ryunosuke feels very helpless that he inherits his mother's madness. He can not be like this little Kappa who has freedom to chose to be born or not. He feels sad about his birth. I think the society in Japan in mid-19th century does not have enough social mobility.Once you are born in a rich family, you will have an affluent life. However, if you are born in a poor family, it is hard for them to move upward the social class. Someone's birth strongly determines their fate.
I think many people will feel the same way as Ryunosuke does. Infants can not choose their parents and families. Some kids are raised in unacceptable family background. They might female unacceptable of the reality of their parents and family situations. I think someone's childhood is uncontrollable because children have no right to choose for what they like. Also, children do not know what they really like. Someone's childhood is passive and uncontrolled, but once they grow up and they have more ability and resources to control their destiny.I feel that people need to accept their childhood even it is happy or sad. However,ou they need to know that once they become adults, they can control their fate in modern society.
